Dubai Customs has introduced a group of measures intended to keep trade moving and ease pressure on businesses affected by regional disruption. The figures are substantial. More than AED 79 million in liquidity support reached 428 companies, while trade flows worth AED 33.9 billion were maintained between 1 March and 30 June 2026.

For an importer, those numbers are less important than the practical questions. Which declaration is covered, what deadline applies, and does the business need to submit a request? The measures can help, but they are not a general waiver for every customs bill or penalty.

More time for suspended duty cases

Customs Notice 12 of 2026 provided an additional 120 days for certain suspended customs duty cases. The measure covered areas such as import for reexport, temporary admission, and transit. Dubai Customs says 6,613 companies benefited.

This can matter when goods cannot complete the expected customs journey on the original schedule. The extension may give an eligible company time to provide proof, complete the movement, or regularise the declaration without the immediate pressure of the earlier deadline.

Instalments and reduced penalties

A route change is not only a transport decision. It can alter border procedures, guarantee use, delivery timing, insurance, and the documents needed to close a transit movement. Before redirecting a shipment, confirm the customs process at both ends and make sure the carrier receives written instructions.

Update customers with a realistic delivery window rather than a hopeful one. A longer customs allowance protects compliance, but it does not guarantee that a vessel, truck, warehouse, or inspection slot will be immediately available.

Dubai Customs reported that its Green Corridor supported 203,242 containers carrying 3.16 million tonnes of goods, linked to trade worth AED 33.9 billion across 188 countries. Start with a list of open declarations, guarantees, penalties, and goods currently in transit. Mark the original deadline, present location, responsible broker, and possible notice that may apply. Do not mix different shipments into one assumption.

Then seek written confirmation through an official channel. Record the reference number, approved deadline, instalment terms, and any evidence that must be submitted later. Update cash flow forecasts only after the arrangement is confirmed.

Assign one person to own each case. When several departments contact customs separately, important details can be lost or duplicated. The owner should maintain a dated record of submissions, responses, guarantees, promised documents, and the next action. Senior management then sees the real exposure rather than an informal estimate.

These measures were designed for unusual trading conditions, but ordinary controls still matter. Accurate commodity descriptions, values, origin documents, permits, and proof of movement remain essential.

Companies using an alternative port or border point should also review insurance coverage and contracts with customers. A customs extension may protect a declaration while commercial terms still impose a delivery duty. Speak to the carrier, insurer, broker, and customer early enough to agree on a realistic plan.
