Taking a dog to a hotel terrace or checking into an Abu Dhabi hotel with a cat is now covered by detailed official rules. The rules do not mean every hotel or tourist restaurant must accept pets. They create a regulated way for approved establishments to do so while protecting guests, food areas and the animals themselves.

The practical message for pet owners is simple. Call before you go, ask exactly which area has approval, and carry the animal records. A venue describing itself as pet friendly online is not enough if its current policy, permitted spaces or entry conditions are unclear.

Which animals and venues are covered

Circular 2 of 2026 from the Department of Culture and Tourism Abu Dhabi applies to licensed hotel establishments and tourist restaurants in the emirate. For ordinary companion animals, it covers dogs and cats. Dangerous, prohibited or unfamiliar animals are not allowed under this framework.

Establishments need to meet the conditions of the competent authority before receiving companion animals. They must identify permitted and restricted zones and display clear signs. This is why two branches of the same hospitality brand may have different rules. Permission relates to the specific establishment and the areas it has prepared.

What dog owners need to bring

A dog must be officially registered, fitted with a microchip and covered by a valid vaccination certificate. The animal must stay on a suitable lead and remain under the control of a responsible adult. The owner is responsible for its behaviour throughout the visit.

The establishment can request a health certificate and vaccination record. Core vaccinations include rabies and other locally required vaccines. A dog showing clear signs of illness can be refused entry until a valid veterinary certificate confirms that it is free from infectious disease.

Owners must collect waste immediately and use the designated disposal arrangements. An animal cannot be left alone anywhere in the venue. A dog that behaves aggressively, disturbs other customers or creates a safety risk can be asked to leave.

The rules for cats are more restrictive

Cats also need official registration, a microchip and a valid vaccination certificate. While at the establishment, a cat must remain inside a closed carrier designed for that purpose. It cannot enter food preparation areas and may only pass through or stay temporarily in approved zones.

That makes a cat visit different from a casual dog visit to an outdoor terrace. A cat owner should ask the venue how arrival, movement and the room or seating arrangement will work before making a booking.

Where pets can and cannot go in restaurants

Tourist restaurants may use approved outdoor areas, terraces or open sections that are separated from food handling. Approved animal areas need a direct outside entrance so pets do not pass through the main reception, indoor dining hall or food service space.

Food preparation, cooking, storage and service areas remain out of bounds. The animal, its food and its containers must stay separate from those areas. A restaurant inside a hotel also needs a no objection certificate from the hotel when companion animals are admitted.

The circular contains detailed operating requirements for indoor and outdoor spaces, and any allowed area still needs competent authority approval. Guests should therefore never assume that an ordinary indoor table is available to a pet. Ask the restaurant to identify the approved seating area when reserving.

How hotel stays are meant to work

Hotels that accept companion animals must allocate specific approved rooms, suites or floors. These must be separate from rooms intended for other guests and clearly identified for staff and visitors.

Companion animals are prohibited from swimming pools, health clubs, main restaurants, open buffets, food handling areas, storage rooms and waste collection zones. Food and water for animals may only be provided in designated approved spaces with the required hygiene controls.

A hotel can also set reasonable operating conditions around cleaning, access routes and supervision. Ask about the room type, extra cleaning charges, nearby relief area and route from the entrance before paying a nonrefundable rate.

Service animals are treated differently

The circular defines service animals as animals trained to perform specific tasks directly related to the handler’s condition. They are exempt from the companion animal restrictions and may access public indoor and outdoor areas with their handler under applicable law. The establishment cannot require its usual operational approval for that access.

This distinction matters. A pet, comfort animal and trained service animal are not automatically the same category. Anyone arranging access should describe the animal accurately and contact the venue in advance if practical needs must be coordinated.

A useful booking checklist

Before leaving home, confirm that the venue currently accepts your type of animal and ask for the exact permitted zone. Check whether a table or room must be reserved, whether the venue needs a copy of the vaccination record and whether it applies its own size or capacity limits.

Bring the lead or closed carrier, identification records, waste bags and anything the venue has requested. Keep the animal away from other guests and pets unless the venue directs otherwise. These small steps make the rules easier for staff to apply and help more establishments offer responsible access.
