A permit for an advertising structure on a rooftop or vacant plot is now part of the appropriate modification service. Requests for a completion certificate without contractor or consultant approval are included within the completion certificate service.

Consultants should update client instructions and staff checklists so nobody searches for a form that no longer exists on its own.
Agriculture housing and desert tourism have new routes
Permits to practise agricultural activities have become instant approvals within the commercial licensing service of the Dubai Department of Economy and Tourism. This should be read as a change in the application route, not an invitation to assume that every agricultural activity can begin without meeting its other conditions.
Requests to implement residential land allocation orders for UAE nationals have been integrated into Mohammed Bin Rashid Housing Establishment services. The renewal of desert tourism camp contracts has become a procedure rather than a separate service.

Seven environmental services have moved
The Dubai Environment and Climate Change Authority is now responsible for seven services previously handled through Dubai Municipality. These cover permits for drilling wells and using groundwater, environmental permits for industrial projects, and environmental permits for development and infrastructure projects.
The transfer also includes requests for marine data, permits to obtain agricultural soil, recreational marine fishing permits using rod and line, and no objection certificates for activities inside nature reserves.
This is one of the changes most likely to catch repeat applicants. A company may have the correct technical documents but still lose time if it submits them to the former authority. Project teams should update responsibility charts, application links and expected correspondence details.
Four standalone requests have ended
Dubai Municipality has discontinued standalone requests for technical reports describing plots and existing buildings or structures. It has also ended separate requests from government entities to assess the structural condition of existing buildings and structures.
The other discontinued items are requests to attest certificates of conformity and specialised training services provided by Dubai Central Laboratory. The announcement does not say that every underlying need is prohibited. It says these are no longer available as independent municipality services.
