UAE VAT on Employee Expenses: Transport, Meals, Parking and Record Checks

UAE finance team reviewing employee expense receipts and VAT records

UAE businesses that reimburse employee costs should review how they decide whether input VAT is recoverable. Federal Tax Authority Decision No. 17 of 2026 addresses cases and conditions for input tax recovery on employee expenses. It took effect from 1 October 2026 and places renewed attention on the business purpose, legal or contractual obligation, supporting tax documents and treatment of costs such as transport, accommodation, meals, communications and parking.

This is an operational guide, not individual tax advice. The official FTA legislation page for Decision No. 17 of 2026 and the linked decision text should be read before changing a VAT return position. Where facts are mixed, material or uncertain, obtain advice from a registered tax agent or qualified adviser.

What the accounts team should test

Expense area Core review question Evidence to retain
Transport Was the journey required for the employee to perform work? Trip purpose, approval, tax invoice and itinerary
Accommodation Was the stay necessary for duties rather than personal benefit? Assignment dates, booking, invoice and policy
Meals Does the cost meet the legal, contractual or documented-business conditions? Attendees, purpose, invoice and policy reference
Communications Can the business-use element be demonstrated? Plan, allocation method, bill and approval
Parking Is it linked to a documented business journey? Receipt, location, date and related appointment

Start with purpose, not the receipt

A valid-looking receipt is necessary evidence in many cases, but it does not prove that an expense qualifies for input tax recovery. The business should first identify why the cost was incurred, who received the benefit and whether the employee needed it to perform their role. A personal convenience does not become a business cost merely because an employer reimburses it.

Accounts teams can connect this review to the UAE VAT supplier-verification guide, which explains invoice and supplier checks, and the UAE VAT return checklist, which helps organise evidence before filing.

Map each allowance to a written rule

Separate legal obligations, contractual benefits, documented policies and discretionary perks. If transport or accommodation is required by law, an employment contract or a clear policy that enables the employee to perform duties, record that basis. If the benefit is provided mainly for personal enjoyment, do not force it into a work category. The exact decision conditions and VAT legislation must control the outcome.

  • Create expense codes for transport, accommodation, meals, communications and parking.
  • Require the employee to state the business purpose and related assignment.
  • Confirm that the tax invoice contains the required details.
  • Link the claim to the employment contract, law or documented policy where relevant.
  • Separate personal or entertainment elements instead of claiming the whole amount.
  • Keep approval, allocation and correction records with the VAT working papers.

Transport and parking need a journey story

A taxi, fuel, parking or inter-emirate ticket should be connected to a specific work journey: a client meeting, site inspection, training session or other documented duty. Record date, destination and purpose. Ordinary commuting and travel with mixed personal elements need careful analysis; do not treat every journey made by an employee as business travel.

The UAE compliance checklist for telemarketing demonstrates the value of recording who approved a business process and why. The same discipline helps expense files: a short contemporaneous note is stronger than a guess made months later during an audit.

Meals and accommodation require context

Meal and hotel claims are particularly sensitive because they can look like either necessary business costs or personal hospitality. Record the assignment, attendees, location and timing. If a spouse, guest or leisure extension is included, identify and exclude the personal portion. A card statement without an itemised tax invoice and business explanation is not a complete file.

Businesses also need to distinguish employee expenses from entertainment and from costs recharged to another party. The UAE business evidence guide explains why factual, dated records are more useful than informal recollection, while the cashless-payments checklist covers reconciliation between terminals, receipts and accounts.

Communications may require a reasonable allocation

A phone or internet plan used for both work and personal purposes should not automatically produce a full VAT claim. Document who owns the contract, what the employer requires, how the business-use portion is determined and whether the method is applied consistently. Update the allocation when roles or working patterns change.

For digital control, the small-business cyber incident guide helps finance teams think about secure access to receipts and employee information. Tax records should be available for review without being exposed through weak shared folders or personal messaging accounts.

Build the return review before the deadline

Run a report of employee-expense input VAT before preparing the return. Sample claims from each category, trace them to the tax invoice and business purpose, and document adjustments. If a cost was coded incorrectly, correct it transparently rather than deleting the history. Keep decision notes with the VAT file so a future reviewer can understand the treatment.

The UAE VAT deregistration guide is relevant when a business is leaving the system, because final returns still require disciplined records. Decision No. 17 should be applied to the actual facts, not converted into a blanket rule that every staff reimbursement is recoverable or blocked.

Questions people often ask

When did FTA Decision No. 17 of 2026 take effect?

The decision states an effective date of 1 October 2026. Businesses should read the official text for scope and transitional implications.

Does an employee receipt automatically allow input VAT recovery?

No. The business purpose, recipient, legal or contractual basis, VAT-document requirements and the decision’s conditions must all be considered.

Can VAT on employee parking be recovered?

Potentially, when the expense meets the legal conditions and is supported as a genuine business journey. Routine or personal parking should not be assumed to qualify.

What should a meal claim record?

Keep the itemised tax invoice, date, attendees, business purpose, approval and relevant policy or assignment details.

Should mixed-use phone costs be claimed in full?

Not automatically. The business should document a reasonable business-use basis and apply the relevant VAT rules consistently.
