Paying a federal fee has usually meant choosing from familiar cards, bank transfers or mobile wallets. The UAE Ministry of Finance has now added two national payment options to that mix. Aani can settle an approved payment instantly from a linked account, while Jaywan provides a domestic card route.
The change was announced on 3 August 2026. It begins with the Ministry of Finance and is intended to support adoption by other federal entities and collection banks according to their own approved procedures. That last point matters because availability may not appear across every government service at the same time.
What Aani does
Aani is the UAE’s instant payment platform operated by Al Etihad Payments under the supervision of the Central Bank of the UAE. It allows participating customers to send money at any time using identifiers such as a mobile number, email address, Emirates ID, QR code or IBAN.
Al Etihad Payments says Aani transfers can be processed in less than ten seconds and can reach AED 50,000. Other functions include requests to pay and split payments. For a federal fee, the important difference is that a customer may be able to approve an immediate account payment through an available Aani journey rather than entering card details.
Access depends on a participating licensed financial institution or payment provider. Some banks place Aani functions inside their own application, while customers can also use the Aani app when their account provider supports enrollment.
What Jaywan changes
Jaywan is the UAE’s domestic card payment scheme. It was created to process domestic card transactions through national payment infrastructure and give customers another locally supported payment option.
For the customer, a Jaywan payment should feel closer to a normal card transaction than an Aani transfer. The card, issuing bank and federal payment page all need to support the option. Seeing the Jaywan name in a government announcement does not mean that every existing bank card has automatically become a Jaywan card.
Use the payment method displayed on the official service checkout page. If Jaywan is not listed or the card is declined, contact the issuing bank rather than repeating the payment many times.
Where the new options are available
The Ministry of Finance announcement confirms adoption for its federal service fees and fines. It also says the move prepares the way for other federal entities and collection banks to make the systems available through their own procedures.
This is a rollout, not a statement that every federal portal switched on both options on the same day. Customers should begin on the official website or application for the service they are paying. Local government payments are separate from federal services. A Dubai or Abu Dhabi fee should not be assumed to support the same options unless the responsible authority displays them.
How to prepare an Aani payment
First confirm that your bank or licensed payment provider supports Aani and that your account has been enrolled. If you use the Aani app, select the correct account provider and complete its authentication process. Some users will access the same functions inside their bank’s existing app.
When a federal checkout offers Aani, read the payment request carefully. Check the entity name, service description and amount before approving it with the required biometric check or personal identification number. Do not approve a request sent through an unrelated message simply because it uses the Aani name.
Save the government receipt and the successful payment confirmation. An instant account debit does not replace the service reference number, which may be needed if the government application does not update as expected.
Fees security and failed payments
Al Etihad Payments says Aani transactions require authorisation through biometrics or a personal identification number. Customers should still verify who requested the payment. A convincing QR code or payment request can point to the wrong recipient if it came from an unofficial source.
Aani access or transaction fees are determined by the participating financial institution or payment provider. The government service may also have its own published fee. Review both before approval rather than assuming every Aani transaction is free.
If money leaves the account but the government portal does not confirm the application, do not immediately pay again. Keep screenshots that do not expose sensitive account information, note the reference numbers and contact both the service authority and payment provider. Duplicate payments are harder to resolve than a short delay.
Choosing between the two
Aani is useful when an enrolled customer wants to approve an immediate payment directly from a linked account. Jaywan suits a customer whose domestic card and the checkout page support the scheme. Neither needs to replace other accepted methods.
The practical choice is the one offered by the official service, supported by your provider and easy to document with a receipt. As more entities adopt the systems, check the payment page each time instead of relying on what was available during an earlier transaction.
