Dubai Tenancy Move-Out Guide: Inspection, Ejari, Utilities and Deposit Records

Tenant and property representative documenting a utility meter during a move-out inspection in an empty Dubai apartment

Moving out of a Dubai rental home is easier when it is treated as a documented handover, not just a key drop. Notice, inspection, meter readings, utility closure, Ejari status and the security deposit all create separate records. Completing one does not automatically prove the others are finished.

Dubai Land Department’s official tenancy-contract cancellation service explains the process for cancelling an expired tenancy contract for a vacated Dubai property. The correct route depends on the contract status and applicant, so review the current service page and the tenancy agreement before acting.

Start with the contract and notice trail

Read the clauses on notice, renewal, early termination, repainting, maintenance and handover. Keep the notice and acknowledgement in a durable format with the stated move-out date. If dates are disputed, do not overwrite old messages; preserve the original timeline.

The dispute-record guide offers a useful evidence structure even for a residential file: signed document, dated message, invoice, payment proof and inspection image. For household records, the household file guide helps separate identity copies from service and property documents.

Agree on the inspection process

Ask who will attend, what checklist will be used and when the final reading and key handover occur. Photograph each room in wide views and close-ups, including walls, floors, appliances supplied with the unit, balcony, parking space and meter displays. Use date-stamped originals and avoid filters that could make colour or damage hard to assess.

Distinguish normal wear from damage by using the signed move-in condition report, inventory and later approved maintenance records. If a repair was authorised, keep the approval and invoice. Do not commission expensive work solely on a verbal demand without comparing it with the contract and evidence.

Stage Record Check
Notice Contract, notice and acknowledgement Do the dates match?
Inspection Checklist, photos and inventory Are disputed items identified?
Utilities Meter readings and final bills Is each account closed or transferred?
Handover Key, card and remote-control receipt Did an authorised person sign?
Deposit Deposit proof and deduction statement Is every deduction explained?

Move-out evidence checklist

  • Signed tenancy contract, Ejari record and notice correspondence.
  • Move-in and move-out condition reports with original photos.
  • Final meter readings and utility closure references.
  • Receipt for every key, access card and parking remote.
  • Deposit receipt, refund confirmation and itemised deductions.

Close services in the right order

Ask the owner or agent which document is needed before utility closure and whether the building requires a move-out permit. Book movers only after confirming service-lift and access rules. Keep enough time to clean, photograph and inspect after furniture is removed.

The Dubai parking guide helps plan a moving vehicle without creating a parking violation. If a phone is lost during the move, use the lost-phone checklist because utility and tenancy accounts may depend on that number.

Handle keys and the deposit as separate steps

Do not leave keys without a written receipt stating the date, property and items returned. Photograph the keys and cards at handover. Key return confirms possession; it does not by itself settle the deposit or final account balance.

Ask for any deposit deduction in writing with the reason and supporting evidence. Compare the claim with the contract, move-in inventory and inspection record. Keep the receipt-retention principles in mind: a clear payment trail is more useful than a screenshot without a reference.

Verify status instead of assuming

After submission, keep the final cancellation or closure confirmation, not only an application number. Check whether Ejari is cancelled, utilities show the correct final position and the building access record is closed. If a disagreement remains, organise the file before contacting the appropriate official channel.

Fraud risk rises when people are rushing. Confirm payment instructions through an established channel and use the scam-verification guide if an urgent voice note or changed bank account appears. For a future address, the shared-housing rules guide explains why the next arrangement should also be checked before money changes hands.

A clean move-out file should let a third person reconstruct what happened: when notice was given, what condition was recorded, which accounts were closed, who received the keys and how the deposit was resolved.

Questions people often ask

Does returning the keys automatically cancel Ejari?

No. Key handover and tenancy-contract cancellation are separate records. Verify the final Ejari or DLD service status.

What should I photograph during a move-out inspection?

Capture wide views and close-ups of every room, supplied appliance, wall, floor, balcony, parking space, meter and the returned keys.

Should deposit deductions be itemised?

Ask for each deduction in writing with its reason and evidence, then compare it with the contract and move-in condition record.

When should utility accounts be closed?

Coordinate closure with the agreed handover date and any document needed by the owner or building, then keep final bills and references.

Is an application reference enough proof that the tenancy is cancelled?

No. Keep the final approval or verified status because a submitted request may still be pending or require another step.
